Muchos proyectos se han realizado por iniciativa de organizaciones gubernamentales y académicas a nivel mundial con el fin de comprender, explicar y contender con la problemática derivada de estos cambios. A raíz de ello han surgido en unos cuantos años un sinnúmero de teorías, modelos y conceptos que reconfiguran y replantean mucho de lo que ya se había establecido alrededor de los documentos de archivo y los fondos documentales, en particular aquéllos construidos digitalmente en su totalidad. Asimismo, los cambios en la terminología sobre el tema resultan trascendentes. Las consecuencias fueron por un lado, el olvido de la disciplina archivística como rectora del manejo y organización de los documentos y, por el otro, la desaparición de la actividad de archivista en los escalafones de empleo del sector público. La ausencia de los pocos archivistas medio organizados en los departamentos de archivos de los diferentes despachos de la administración pública federal y estatal produjo, a su vez, la incorporación de personas habilitadas en el oficio. Dichos “archivistas habilitados” fungían como tales, compartiendo o alternando sus funciones con otra actividad como la de chofer, vigilante, encargado de un almacén o como personal de limpieza. Habría que agregar que el archivo se convirtió en el lugar de castigo, en el espacio donde se arrumbaba todo aquello que no servía en la oficina. También a este panorama, habrá que sumar el hecho de que en las oficinas se fueron delegando el manejo de los documentos y su organización, a las secretarias que, en muchos casos, sólo llevaron algunos cursos elementales de “archivo y correspondencia” en las academias de formación secretarial.
