Es una lista española y al mismo tiempo universal, al prescindir de traducir o adaptar una lista extranjera de encabezamientos o la de una bi­blioteca determinada.  Partió de la idea de un esquema ideal de colección para biblioteca pública de nuestro tiempo con la que se conseguía también tratar las líneas rectoras para las adquisiciones de la misma.  Se consideró el Thesaurus como entramado básico para la redacción de los encabezamiento y éstos fueron posteriormente verificados en el fichero de encabezamientos de materia de la Biblioteca Nacional. Por último, se relacionaron los encabezamientos entre sí y se comprobó la existencia de un cierto rigor en la aplicación de normas, lo que convierte a esta Lista en un lenguaje documentado «controlado».
