Como lo señala Lev Manovich, aludiendo a los cambios provocados por la digitalización, a diferencia de lo que pasó durante el surgimiento del cine, hoy existe una conciencia extendida y planetaria sobre la importancia de esta revolución, aunque falte todavía una lectura de conjunto sobre sus códigos, procedimientos y modos de recepción de las audiencias, que pueda ver más allá de las particularidades de cada nuevo medio y nos permita entender la lógica de estos nuevos medios en el presente. Dentro de los sistemas educativos de la región, contamos con más de dos décadas de múltiples y ricas experiencias en materia de introducción de TICs en los procesos de enseñanza-aprendizaje. Las más de las veces, los programas y proyectos vienen empujados por una fuerte presión social y económica para que se incluyan las nuevas tecnologías en la educación. El hecho de que la presión o motor fuera sobre todo externo a los sistemas educativos motivó, al menos inicialmente, que fueran pocos los planes de prospectiva que se plantearan una planificación a largo plazo de cambios en gran escala.
