Sin embargo, en la aplicación del índice para el Valle de San Luis Potosí para el año 2005, se tomó en cuenta la calidad del agua como un componente adicional a la metodología original. En el Valle de San Luis Potosí predominan climas secos con una precipitación media anual de 351 mm, una temperatura media anual de 17.5 ºC y con evaporación potencial media anual de 2038.7 mm. En la zona de estudio se tiene una dependencia del 92 % del\tagua\tsubterránea\ty\t8\t%\tde\tagua\tsuperficial\tpara\tdiferentes\tusos,\tademás\tconcentra\tel 40 % de la población estatal y se genera el 80 % del PIB estatal. Lo anterior explica la importancia económica que tiene el acuífero de esta región. El índice de pobreza del agua obtenido para Valle de San Luis Potosí fue de 46 puntos. El objetivo de este trabajo es estimar el índice de pobreza del agua en una región semiárida como el Valle de San Luis Potosí y vincular el bienestar de los hogares con la disponibilidad de agua. En este contexto, a nivel de las ciudades, uno de los desafíos principales es adoptar políticas que promuevan una mejor calidad de vida para los ciudadanos. La calidad de vida como propósito superior de las políticas públicas aparece asociada a la satisfacción del conjunto de necesidades que se relacionan con la existencia y bienestar de los ciudadanos. La disponibilidad y acceso de la población a los satisfactores es lo que va a permitir cubrir los requerimientos de los individuos, grupos sociales y comunidades respecto a un determinado componente de necesidad. El comportamiento de la generación, disponibilidad y acceso a los satisfactores se evalúa en términos de indicadores, los cuales no solo deben condensar la dimensión objetiva sino también la subjetiva, asociada esta última a la percepción y las características del sujeto en relación con los niveles de vida. Ello se basa en la existencia de una relación imperfecta entre las condiciones objetivas de vida y la percepción que tiene el ciudadano de aquella. El trabajo se propone generar una metodología de construcción de un cuerpo de indicadores urbanos y un índice de calidad de vida urbana. La apuesta es llegar a los policy makers con una herramienta que permita tomar decisiones con mayores niveles de información y en línea con los problemas de los ciudadanos. La evaluación de la calidad de vida es sumamente importante, pero difícil de cuantificar objetivamente. La calidad de vida es un fenómeno que se afecta tanto por la enfermedad como por los efectos adversos del tratamiento. Las mediciones pueden estar basadas en encuestas directas a los pacientes, con referencia al inicio de la enfermedad, su diagnóstico y a los cambios de síntomas a través del tiempo. Debido a que la calidad de vida se basa en mediciones blandas con una carga variable de subjetividad, se requiere de métodos de evaluación válidos, reproducibles y confiables. Actualmente contamos con métodos objetivos que mediante cuestionarios generan escalas e índices que permiten medir las dimensiones que conforman el estado de salud. Los instrumentos para medir calidad de vida deben verse como herramientas adicionales del clínico en la evaluación integral del paciente, y en la conducción de ensayos clínicos. Los instrumentos para medir calidad de vida se clasifican en instrumentos genéricos y específicos. Los primeros son útiles para comparar diferentes poblaciones y padecimientos, pero tienen el riesgo de ser poco sensibles a los cambios clínicos, por lo cual su finalidad es meramente descriptiva. Los instrumentos específicos se basan en las características especiales de un determinado padecimiento, sobre todo para evaluar cambios físicos y efectos del tratamiento a través del tiempo.
