La exclusión reduce ostensiblemente estas opciones, en especial en tres ámbitos: a) el económico, al limitar los recursos y los ingresos; b) el político-jurídico, al constreñir la participación y el ejercicio de los derechos ciudadanos; c) el social, al desconocer las identidades y particularidades de etnia, género o de cualquier otra naturaleza e impedirles a diversos grupos disponer de redes de apoyo que les faciliten enfrentar la exclusión. Una forma de medir la exclusión la proporciona el índice de exclusión social o pobreza humana. Este toma en cuenta indicadores de analfabetismo, consumo de agua, desnutrición y probabilidades de sobrevivencia. La aplicación de este índice confirma los contrastes observados en informes anteriores: la exclusión social es más alta en el noroccidente y en el norte de Guatemala, y luego en el suroccidente y el nororiente, mientras que en la región metropolitana es la más baja. Siendo el género una de las principales causas de exclusión, también se ha establecido un índice que mide el avance de la posición de las mujeres en la sociedad. En efecto, en las décadas de los ’70, ’80 y ’90 prácticamente todo estudio que analizara la situación de Guatemala señalaba que su nivel de pobreza y sus indicadores sociales sólo superaban los de Haití en América Latina. Guatemala es también un país que ha logrado mantener la estabilidad macroeconómica, aunque con un nivel de ingresos fiscales y gasto público tan bajo que muchos observadores han puesto en tela de juicio la capacidad del país de hacer las inversiones de capital físico y humano necesarias para ayudar a sacar de la pobreza a tantas personas. Desde mediados de los ’90, sin embargo, algunas iniciativas sugieren que se están haciendo mayores esfuerzos para luchar contra la pobreza.
