El desarrollo de dicho Plan garantizará a todos los ciudadanos la igualdad de oportunidades para el acceso al libro y la lectura, superando las barreras físicas, psíquicas, sensoriales o lingüísticas. Para su puesta en marcha se establecen seis Propuestas Ejecutivas, una de las cuales es el desarrollo de los servicios que acercan la lectura al ciudadano. Como una parte importante de estos servicios, el Plan Regional apuesta por un desarrollo en profundidad de los Servicios de Extensión Bibliotecaria.
